English translation

Habitat
They’re up past the tracks in the uptown. In low-ceilinged, grimy basements, they know everything. Singing on the river, dancing in the streets. But you can see them in the moonlight — come dawn they’ve vanished. Lonely, man.
Behavior
Boogie Man is Dixieland. Boogie Man is funk. Boogie Man is a genius making beauty out of garbage. Hey, you know what? Most of the slang you use, most of the dances you do — they made all that.
They paint the whole world a color. Black. Their moves are supremely cool, their clothes shine bright. Nobody can imitate them, nobody can touch them. Makes you want to blow like Bird. That’s their doing. All their doing.
History
History? What’s history? The Boogie Man doesn’t need any of that. What, you’re gonna give him some? You mocking him?
Boogie Man is a cry. A cry from the very bottom of the soul. What has your so-called history ever given the Boogie Man? Your history — the one you people made up yourselves — he doesn’t need it. They are the victims.

      I disasgree. I thought the same thing at first; however, everything in the passage is about music and dance and the African slavery origins evolving into jazz, etc. This lends me to deduce this passage is about Charleston.
